JOB PURPOSE
Following Contract award and FID, the Project Control Lead &amp; Contract Engineer supports the WHP Package Manager in the delivery of the EPCC contract from award to operations, with primary accountability for contract administration, cost control, schedule control, change management, and risk management.
The role ensures rigorous compliance with contractual terms, proactive identification and management of variations and claims, and accurate cost and schedule reporting, with the objective of delivering the WHP Project within the approved budget and schedule, contributing to a safe execution with no major H3SE incidents, and supporting start-up and operations no later than Q4 2028.

ACTIVITIES
Contract Administration &amp; Governance Coordinate and supervise the administration of the EPCC contract(s) for the IMA WHP/CSP package in full compliance with TotalEnergies procedures, including contract implementation, correspondence management, variation control, claims assessment, and contract close-out.
Project Controls, Documentation &amp; Reporting Ensure proper implementation of project control standards, including cost, schedule, and change control reporting. Coordinate with the DCC function to ensure accurate documentation management and preparation of execution, monthly, and management reports with appropriate quality and consistency.
Planning &amp; Scheduling Control Develop, maintain, and control the package execution schedule, monitor progress against the baseline, identify critical paths and deviations, and support the Package Manager with mitigation measures and recovery actions where required.
Cost Control &amp; Budget Management In close coordination with Finance/Cost Control, supervise cost monitoring, commitment tracking, forecasting, and budget performance for the WHP package. Ensure early identification and proper justification of cost deviations and change impacts.
Change &amp; Variation Management Consolidate, assess, and document all technical, schedule, and commercial changes, ensuring compliance with TotalEnergies change management processes. Advise the Package Manager on the cost and schedule implications of changes and support negotiations where required.
Contractual &amp; Commercial Support Provide contractual and commercial advice to the Package Manager, including assessment of Contractor positions, review of estimates, and support for SMRs, variations, and claims resolution, ensuring robust justification and documentation.
Monitor and control project performance including:
a. Cost =&gt; at any time be able to provide EFC
b. Planning =&gt; at any time have an updated P50 planning and a good understanding of P10 and P90
c. Identify any deviation in cost and schedule and make proposals/implement to corrective actions.

HSE OBJECTIVES
Familiarize self with TEPNG emergency procedures, carry out assigned responsibilities safely and report any incident, unsafe act, or operation
Nurture and maintain high level of safety culture within the organization, contractors and subcontractors
Ensure all personnel under his/her supervision are well trained and aware of their HSE responsibilities with continuous monitoring.
Support and enforce the HSE Project objectives and directives. Make safety suggestions, report any anomalies, unsafe acts or conditions observed.
Promote and enforce HSE awareness of PMC and site personnel at all levels through proactive approach (site tour management, HSE meetings, etc.) within the team.

The SC will provide active day to day supervision and guidance to the organization’s contracted security guard force (Civil &amp; Armed Guards), ensuring the effective manned guarding service delivery to top standards.

Duties and Responsibilities:
The main point of contact for the SM, taking a leading role in the delivery of a range of manned guarding services and to provide essential resilience to the Security Management Team during times of increased threat.
To provide hands on, day to day leadership, supervision and direction to the contracted security guard force and to liaise with the SM on contractor’s management team.
To manage the organization’s guard room, ensuring security policy is adhered to, and the operational effectiveness of all procedural, physical and technical security measures is maintained at all times.
To ensure all official security records and paperwork is administered effectively.
Under direction of the SM, to provide an out of hours response to security incidents, assisting in the coordination of security resources and management of any emergency response.
To monitor and report to the SM security breaches and security related incidents and assisting with post breach/incident management.
To coordinate and administer duty rosters for the contracted security guard force across the site and mobile patrol teams.
To coordinate and administer the activities of armed guards (MOPOLS) on escorts, guard post manning and any other protective services required
To administer all necessary paperwork to allow timely and accurate financial forecasting on behalf of both the contracted guard force and organization, including guard leave, time sheets, overtime and requests for additional guards and other resources.
To develop and deliver training to the contracted security guard force to improve personal standards and ensure a robust, effective and coordinated response to incidents.
To identify and report faults within security systems to the SM in a timely manner, monitoring remedial action accordingly.
To maintain an accurate inventory of security equipment, ensuring all equipment is in satisfactory working order.
To provide back-up to SM duties during times of SM absence.&lt;br /&gt;&lt;br /&gt;
At least 2 years’ experience supervising or managing a large security guard force or 5 years’ experience of providing manned guarding services
Exceptional leadership skills and ability to command respect
Must have a good knowledge of operating base and environs – Port Harcourt.

A good knowledge of fleet management and logistics support is an advantage.

• At least five years experience as a pipe/structural welder in the oil and gas industry.
• Experience in Offshore construction, Installation, Pre-commissioning and Commissioning in an Oil and Gas

Ability to interpret the technical issues into financial figures understandable by all concerned.
Ability to manage departments budget expectations, especially in budget cuts and arbitrations.
Tasks are usually deadline driven and could be on short notice to meet both corporate and partners’ requirements.
Information gathering from various technical personnel cutting across various departments could be daunting.
Frequent misunderstanding with the technical persons especially in periods of budget cutting.
KPIs for weekly/monthly reports and work programmes from technical departments are compiled, monitored and analysed for GS division.

Consolidate inputs from maintenance, real estate, administration, and project teams into a coherent business plan.
Prepare and follow up FM&amp;A planning via enterprise tool like Primavera, aligning resources, schedules and operations through integrated planning and forecasting processes.
Prepares weekly KPIs for the department and ensures that activities of the former are properly captured for Divisional meetings.
Carries out any other duties as may be assigned by hierarchy from time to time.

HSE OBJECTIVES

Oversees the Supply, Installation, Maintenance of IVMS (In-Vehicle Monitoring System) and /or Driving Improvement &amp; Monitoring System (DIMS) and Monthly downloaded IVMS/DIMS report follow up
Carries out detailed investigation of road transport incidents in conjunction with relevant FM&amp;A Transport QA/QC Officer, HSE department and keeps records of accidents
Prepares activity report on land transport and makes recommendations to the Manager, Travels Management on land transport matters.
Liaise with the site security team to plan and execute security exercises.&lt;br /&gt;&lt;br /&gt;
Ensure compliance with all TotalEnergies Affiliate and Project security policies, with particular attention to the Company Security Management System
Monitor and controls transport operations for the project to ensure safety of personnel lives, other road users and goods
Constant education and training of project drivers towards safe and defensive driving behaviour as well as accountable for sanctions policy implementation

Ensures that all maintenance and repairs to plant and equipment are carried out in a safe and efficient manner and in strict compliance with company operating procedures and any relevant statutory legislation in order to maintain all such
equipment in sound and safe operating condition.
Manages intervention reporting using the CMIMS,
Enters intervention reports in the CMIMS (including those concerning SMC) and writes the technical reports related to his
field,
Monitors the functioning of systems placed under his responsibility,
Ensures that the transfer of knowledge by mentoring occurs properly within his teams, and actively participates in this
himself,
Manages the team of technicians directly under his responsibility,
Carries out, at the CSR request, any intervention within his field of competence.
Takes in charge the systems under his responsibility in case of breakdown until correct operation status is resumed.
METHODS
Identifies recurrent corrective maintenance interventions, analyses them and suggests improvements, Keeps a critical eye on current preventive maintenance programmes and, if need be, suggests improvements,
Warns support teams of any recurring problems related to the availability or quality of spare parts,
Suggests improvements and requests modifications.
Ensures adequate risk assessments and pre-work meetings for all activities and that all technicians directly under his
responsibility contribute and comply with the risk assessments and pre-work meetings.
Ensures adequate PPE and procedures are provided or generated for the tasks to be actioned.
Actions numerous site checks to ensure safe working practices.
QUALITY ASSUARANCE
Verifies the quality of his teams' interventions by frequent on-site checks, and reviews all completed worksites to ensure technical correctness and site cleanliness prior to hand-back of plant to Production team.
Ensures that the members of his teams have the qualifications and skills required for the tasks entrusted to them and, if need be, suaaests corrective measures.&lt;br /&gt;&lt;br /&gt;
BEng or Equivalent with necessary experience.
8 years' experience maintaining oil and gas installations.
Thorough knowledge of the equipment used in the treatment of oil and gas.
Hands on knowledge of custody transfer systems.
Proficiency in operating small provers.
Direct hands on experience with OEM flow computers.&lt;br /&gt;

SERVICE OBJECTIVE
A. Internal Communication Delivery
Support the implementation of approved internal communication plans across the organization. Gather, validate, and synthesize information from departments, assets, and functions for internal dissemination. Ensure that all communication outputs align with corporate communication standards, branding guidelines, and local regulatory requirements. Support effective cascading of key messages and corporate priorities across all staff groups and locations.

B. Content Creation and Editorial Support
Write, edit, and publish high-quality content for internal digital and print platforms including intranet, Viva Engage, OneCom Nigeria, Focus Nigeria, TUPNEWS, Bridgers Magazine, and internal newsletters. Produce a minimum of one hundred (100) internal stories annually. Conduct interviews with managers, functional leads, and employees to support editorial content. Participate in editorial meetings and manage assigned content from initial briefing through drafting, review, approval, and publication. Contribute content to special publications such as Focus Nigeria, Partnership Magazine, and CSR or corporate reports.

C. Event Coverage and Reporting
Provide internal communication coverage of events including management visits, asset activities, safety campaigns, and community engagements. Produce post-event reports, feature articles, photo stories, and summaries for use across internal communication channels. Support coverage of selected external events where required.

D. Leadership Communication Support
Assist in the preparation and drafting of speeches, talking points, presentations, and internal messages for leadership as directed. Maintain accurate records, archives, and repositories of approved and validated communication materials.

E. Digital and Multimedia Communication
Support regular updates and content management on intranet and Viva Engage platforms. Develop basic visual and multimedia communication materials including infographics, photo stories, and campaign assets to support internal communication initiatives.

F. Stakeholder Coordination
Liaise with departments, assets, and functional teams to source information and confirm accuracy of content prior to publication. Act as a communication liaison to support information flow and collaboration across teams, locations, and hierarchies.

G. Crisis and Sensitive Communication Support

Build TEPNG Project Management System 

Propose appropriate work breakdown structure for each project that is appropriate and standardization and consolidation of reporting, streamlining reporting routines.
Support the CMS (to be followed by PPM) by identifying all associated planning projects (trackers) &amp; reporting (dashboards), estimation (benchmarks) generic documents, templates, forms standardizing method and improving quality and efficiency, in line with head quarter procedures and guidelines.
Support the updating of annual PPM schedule, project L 0 &amp; 1 related to the COMEX file, follow up on the SRA for these files and PR2 /3 and 4 review related to schedule and reporting follows up and simplifies processes between projects and other entities, clarifying responsibilities and involvements.

Control the portfolio 
Manage the Work Time Schedule in relation to the Exhibit C for each package and integrate other services such as drilling and OPS.to consolidate the various project schedules &amp; reports into various key schedule /milestone and manning levels for each activity for the PPM activities.
Monitor implementation of the work breakdown structure, Schedule, progress measurement and reporting procedures, using appropriate tools.
Developing and maintaining schedules at project level, with analysis of critical path and potential clashes and proposal of remedial actions/solutions.
Ensuring availability at all times of an updated and accurate scheduling and progress measurement documentation.
Ensuring reporting at Project level (issue of Weekly reports, Monthly Status Report...)
Identify high level Risks (overruns, DLDs) and opportunities at portfolio level with mitigation actions.
To lead (from planning and reporting point of view) in the preparation / consolidation and review of the various Project schedules and report updates (internal and external / Annual and Multiyear) with inputs from the members of the Project Team and provide “ad hoc” plans support as required.

Provide support and resources to projects 
Propose support and Manage services on behalf of projects when required.
Improve and learn from experience
Gather and share lesson learned from projects Nigeria regarding project performance including project schedules benchmarks with Onetech.
Share regular feedback with local contractors to better work together from one project to another.&lt;br /&gt;&lt;br /&gt;
QUALIFICATIONS / EXPERIENCE REQUIRED
Minimum bachelor’s degree or equivalent in accounting and or similar background.
Typically, 20 years of oil and gas industry professional experience of which at least 10 years in an equivalent position as a lead planning, reporting and risk engineer.&lt;br /&gt;
