Capability Development Officer

Job Summary:

The role will be responsible for coordination and support the implementation of Competency Management System across the organization, while ensuring its integration with capability development plan to support the business.
The role will lead the training needs analysis activities and the development of learning plans in accordance with the competency gaps and business needs. The role will work collaboratively with key stakeholders to organise and coordinate the day-to-day operational requirements for timely and effective training delivery. Being the custodian of the learning process, the role holder will ensure the quality of learning in accordance with business requirements and industry standards.

Primary Accountabilities:

· Partner with line management to develop, update and/or align the Job Competency Models for all positions as per business requirements.

· Coordination of technical competency assessments and re-assessment following development activities.

· Verification of competency assessment processes to ensure the meet the organizational standards.

· Provide guidance to the competency assessors and ensure that they are well equipped to conduct the assessments.

· Contribute to the training budgeting process and monitor cost expenditures.

· Partner with the business and follow-up on the assessment results as well as coordinate the preparation of the employees’ training plans.

· Prepare the organization’s annual training calendar.

· Ensure the administration of course enrolments and events and ensure staff are informed about all details regarding training schedules and attendance.

· Support the review of capability development or training plans in support of business requirements and/or initiatives.

· Identify and curate learning resources, to support employees in their competency development.

· Maintain competency assessments records and training records in accordance with applicable standards and practices.

· Plan and facilitate training sessions, workshops, seminars, etc., whenever required.

· Build and maintain productive relationships with internal and external stakeholders.

·  Provide regular updates and reports to management.

Profile

 Bachelor’s Degree in relevant discipline, graduated from a recognized university.

·  Certified Trainer

·   Certified Workplace Assessor and Internal Verifier will be advantageous.

·     CIPD, SHRM or equivalent professional certificate will be advantageous.

·    At least 5 years relevant experience in Oil & Gas / Petrochemical Industry.

·  Knowledge and hands-on experience on Competency Management implementation.

·   Experience in developing and coordinating training programs and initiatives.

You will have good interpersonal and organizational skills, as well as a good level of computer literacy and be proficient in Microsoft Office.
