We currently have an opportunity within SPIE Global Services Energy Middle East LLC Doha, Qatar for a :

Turnaround Planning Engineer - Electrical & Instrumentation

 

Turnaround Execution

Implement the execution strategy for Turnaround scope, including detailed scheduling, resource optimization, and effective communication among all stakeholders and contractors to ensure timely completion of work.
• Coordinate closely with all stakeholders to ensure smooth execution, including alignment on priorities, issue resolution, and recovery actions in case of delays.
• Monitor and control Turnaround progress using schedules, performance indicators, and trend analysis to assess deviations and implement corrective measures.
• Update and manage schedules to accommodate unforeseen or emergent scope during Turnaround, ensuring all changes are properly evaluated and approved.
• Ensure readiness prior to execution by verifying availability of materials, manpower, tools, permits, and other prerequisites.
• Support mechanical completion, punch list clearance, and pre-startup readiness verification to facilitate safe and efficient startup.
• Facilitate effective communication across all teams for continuous progress tracking, issue resolution, and schedule recovery.
• Coordinate the power outage caused by the isolation of the switchboard for shutdown maintenance on busbars.
• Evaluate the temporary power supply requirements based on the identified temporary loads and develop the technical specifications required for ordering the same.
• Review the temporary power connections to the temporary loads and work with the respective field group on securing the same.
• Ensure the quality of short-term contractor manpower hired to support with the shutdown activities.
• Monitor the record of attendance for contractor manpower and equipment for the sake of invoicing after the completion of the shutdown.
• Raise emergency purchase enquiries for unforeseen requirements emerging during the execution of the shutdown.
• Follow on the implementation of the lessons learned from previous shutdown for the sake of continuous improvement.

Turnaround scope and plans

Develop and define the Turnaround scope, including contract requirements, in line with agreed milestones, and ensure preparation of work packs, personnel mobilization plans, and execution strategies for shutdown and Turnaround windows.
• Act as focal point for technical inputs related to tendering, technical evaluations, and contract presentations within the assigned area.
• Establish, maintain, and report the master planning schedule across all phases of the Turnaround, including progress monitoring, reporting, and implementation of corrective actions, while controlling scope changes through a structured process.
• Initiate and manage all required work orders and activities in SAP systems with realistic duration estimates, ensuring timely availability of resources, materials, and spare

Profile

Bachelor’s Degree in a relevant discipline  (Instrumentation/Electrical/Electronics). 5–10 years of direct and relevant TAR planning/engineering experience. Proficiency in SAP and Primavera P6 required. Strong understanding of Stage-Gate governance, critical path management, and integrated TAR execution.

You will have good interpersonal and organizational skills, as well as, a good level of computer literacy and be proficient in Microsoft Offic
