Job description

GENERAL DESCRIPTION:

The Competence Officer ensures that offshore and onshore service delivery is continuously supported by a capable, compliant, and well-prepared workforce.

The competence officer is accountable for:

Translating operational requirements into competence needs.
Support offshore and onshore service delivery by ensuring personnel are:
Adequately skilled.
Technically and operationally competent.
Interface effectively with operations and Support Services Manager to ensure technical readiness of the GMC personnel.
 

The Competence Officer works in close coordination with:

HR recruitment team from both mothers companies.
CSR.
Support Service Manager / GMC management.
 

HSEQ:

Establishes and maintains a strong safety culture in line with TEPDK and NorSPIE HSEQ Requirements and Rules.
Ensures that TEPDK and NorSPIE HSEQ Policies and regulations are respected (especially procedures related to Work Permits), as well as approved operating procedures and standard industry practice during performance of maintenance operations placed under his/her responsibility.
Ensures compliance with Operating Procedures & Guidelines with the assets to ensure Process Safety, Operational Safety and Plan Integrity.
Participates in the continuous improvement of NorSPIE Integrated Management System:

Participates in Root Cause Analyses (RCA) following HSE incidents or Quality non‑conformities.
Maintains and updates all documents within his/her area of responsibility.
 

Maintain operational readiness documentation and support audits/assessments related to competence management system.

Profile

Professionally experienced in operations, with strong technical background for competence management in offshore industrial contexts.

Minimum level of experience required

3 years or more

Required authorisations

Proven expertise in competence management systems, including:

  • Definition and maintenance of competence matrices.
  • Competence validation and gap analysis.
  • Follow‑up of individual development and training plans


Strong understanding of competence requirements linked to maintenance expected skills.
