We currently have an opportunity within SPIE Oil & Gas Services Saudi Arabia LLC for a:

Contract Advisor

Job Purpose:

This is an opportunity for you to be responsible and Provides complex technical advice and support to contract proponents from the conception of contract service requirements, through the execution of a contract to the termination of the contract or service requirements.

Your main duties will be to:

- Co-ordinate corporate review to review bid solicitation packages or to determine contract award after bids have been solicited; serve as a primary agent in speeding a contract through the corporate review proceedings.
- Assists in the development of financial studies that establish feasibilities for contract services and evaluation of alternatives that maybe technical, financial and/or procedural/administrative.
- Manage the contracts and follow-up on the contractors' performance to ensure compliance with the requirements and contract terms and conditions.
- Manage preparation, negotiation and administration of contracts and submit regular reports on contactors' performance and compliance.
- Consult and confer with the concerned department on appropriate contracting procedures and provide expert advice on managing and controlling contracts.
- Perform contract documentation review and check to ensure the suitability of all associated documents and support all contract related tasks.
- Coordinate and develop a technical qualification description of services bidders and participate in the development of scopes of work for various contract services.
- Manage and coordinate services related tendering and contracting activities including, but not limited to, attending pre-tender meetings, answering related questions, evaluating of technical tenders prior to awarding.
- Negotiate with services contractors and vendors as part of a whole negotiating team.
- Coordinate with concerned personnel to prepare responses to Contractors' claims.
- Coordinate with the Finance Division to review and approve Contractor's invoices and ensure compliance to contract terms and conditions.
- Ensure that contracts signed with Contractors and vendors are in compliance with the rules and regulations.
- Perform other related duties as assigned by the Manager.


Ideally, you will have a University degree in Business or Engineering with Minimum 15 - 20 years of experience in contracts and agreements related to industrial projects/ refineries.
- Experience in Shutdown/Turnaround activities or contracts preparations.
- Must have KSA experience. Saudi National is preferred.
- Ability to communicate in a clear and concise manner.
- Ability to plan, organize and prioritize work effectively.
- Strong analytical ability.
- Ability of giving strong attention to details.
- Strong problem-solving skills.
- Strong computer skills and good working experience with ERP systems.
- Good command of oral and written English. Proficiency in Arabic Language is a big Plus.
